Employers with quarterly gross payroll under $2,500 are exempt, wages paid to Jersey City residents are exempt, and employers may not withhold the tax from workers' pay. It applies only to employers, so a solo self-employed person with no employees does not owe it.

Delivery apps must give workers 100% of tips they solicit, tell workers about tip changes, report daily pay and tip totals, show estimated time, distance and route before a job is accepted (declining cannot cost a worker their account), and offer at least weekly payout with no fee. Restaurants must let delivery workers use a bathroom, and businesses using bike, e-bike or scooter couriers must give them a safety course and reflective gear. Delivery rules took effect Aug. 1, 2024; bike rules Oct. 1, 2024.

Jersey City has no city income tax on individuals. The Jan. 1, 2019 payroll tax start date is in Ord. 18-133 itself (https://mcclibraryfunctions.azurewebsites.us/api/ordinanceDownload/16093/948567/pdf). The city has no general business license; licenses are required only for specific business types (food, alcohol, cannabis, etc.) per https://www.jerseycitynj.gov/cityhall/housinganddevelopment/businesses. Ord. 24-037 was adopted May 22, 2024; we found no later repeal. New Jersey's tax division says Jersey City has its own hotel occupancy tax and to contact the city for details; we could not confirm on an official page whether or at what rate it applies to short-term rentals.

New Jersey has a graduated state income tax for 2026: 1.4% to 10.75% (top rate starts at $1,000,000 for single filers). Single brackets: 1.4% to $20,000; 1.75% to $35,000; 3.5% to $40,000; 5.525% to $75,000; 6.37% to $500,000; 8.97% to $1,000,000; 10.75% above $1,000,000. The Division of Taxation's tax-rate page (updated September 2026) still lists one schedule for tax years 2020 and after; no 2026 rate change found.
State estimated tax
You must make estimated payments if you expect to owe more than $400 in New Jersey income tax for the year after withholding and credits. Same dates as federal (April 15, June 15, September 15, January 15). Farmers and fiscal-year filers follow the NJ-1040-ES instructions. Form NJ-1040-ES.
ABC test and new worker-classification rule (N.J.A.C. 12:11)
New Jersey presumes a worker is an employee unless the business proves all three ABC prongs: free from control, work outside the usual course or places of business, and an independently established trade. NJDOL adopted rules on May 5, 2026 codifying the test under the unemployment, wage-and-hour, and wage-payment laws, with an anticipated June 1, 2026 effective date and an October 1, 2026 operative date.
